overall history •    Mortimer Gloom once performed in a circus and was known as the ''Crying Clown'' before he was dishonest and fired. He became the Weeper and viewed the world as a sad place. He wished to make the world even sadder, but his sympathy for others always prevented him from killing them. The Weeper was known as the greatest villain and the first to use a motif. He also inspired the Joker to become a villain.

The Weeper almost destroyed Gotham City with a laser to make it a sadder place, but Bulletman mentioned thousands of innocent lives being lost. He became sympathetic and Bulletman defeated him. He spent 30 years in prison and made a fortune from making license plates. The Weeper eventually bought an abandoned Pete's Pizza and tried to open it for a legitimate business. His plan fell apart and he went to a bar. That was when the Joker found him. The latter convinced him to commit crimes with him.

After failing to commit a few crimes, the Weeper managed to literally steal candy from a baby. He was convinced by Joker to help him destroy the Batprobe, a device able to detect crime and alert the authorities. He battled Batman and hesitated to kill him due to him not being evil enough. The Weeper wished to become the sole king of crime in Gotham and betrayed the Joker. After Batman defeated him, he laughed while Joker wept.

The Weeper was eventually released from prison again and found himself wandering. He still wished to make the world a sadder place. He came across Harley and befriended her.
